Looks like the contractor has missed more deadlines and the PGC will be unable to implement POS for 2008/2009.  What the heck!!

I hope this contractor is being forced to pay penalties for missing these deadlines.  The PGC can ill afford to pay this contractor the agreed fee with such a poor performance.
