Cruz favors changes to statewide gun registry proposal
Phila. lawmaker supports amendment requiring only Philadelphians to register
PHILADELPHIA, April 30 -- State Rep. Angel Cruz, D-Phila., held a news conference on Monday to support a proposed amendment to legislation he introduced that would create a gun registry system with the goal of stemming the tide of gun violence in Philadelphia.
The amendment, offered by state Rep. Rosita Youngblood, D-Phila., would limit the gun registry provisions in Cruz's original bill (H.B. 760) to Philadelphia.
Cruz said he supports the change to his original bill and welcomes the opportunity to make his gun registration program applicable only to Philadelphia. Cruz said the amended bill would provide officials with a chance to create a pilot project to help curb the increasing tide of violence in the city.
"Gun violence is happening every day here in Philadelphia and we need to establish strict and strong policies that limit the violence in our communities," Cruz said. "If we could establish a significant gun registry system for the city, we could track illegal guns and discourage people from selling them for illegal purposes."
More specifically, Cruz said his amended bill would require the owner of a gun to sign a document, date it and have it witnessed by a notary showing his intent to sell the gun. The buyer of the gun also would be required to sign the document. Cruz said law enforcement officials in Philadelphia would have access to these records and could track missing or stolen weapons.
"The communities that I represent in Philadelphia are very different then many other communities across this Commonwealth. It's almost as if we live in different worlds," Cruz said. "In other parts of the state they hunt animals; in Philadelphia guns are used to hunt people. It's a serious problem and with this legislation, I believe we can do something to limit the amount of violence this city is facing each and every day."
Cruz said he is also offering an amendment to remove the $10 registration fee contained in the bill's original language.
