Click on the adult. You decide... http://www.emeraldashborer.info/photos.cfm I don't think it's an emerald ash borer. Emerald ash borers seem to be more shaped a grasshopper or cicadas. Your pic looks more like a wasp or some sort of big biter. Pretty flashy though...
